What it really means
💯 is a school mark that escaped the classroom. The red 100, underlined twice for emphasis, is the kind of score a teacher writes at the top of a perfect paper, and Emojipedia traces it to exactly that habit, noting that teachers in Japan may also add a stamp for very good work.
The character, officially Hundred Points Symbol, came into Unicode 6.0 in 2010, and its meaning has stayed close to the original. A perfect score means completely, totally, exactly right. So 💯 in reply to an opinion means full agreement: not "I suppose so" but "100%".
It also picked up a second, related sense from speech. To "keep it 100" is to be completely real and honest with someone, and 💯 stands in for that: "I'm keeping it 💯 with you." Emojipedia lists "keep it real" among its meanings. That sense makes it a natural opposite of 🧢, the cap emoji, which calls something a lie.
On Snapchat it does a practical job, appearing beside the 🔥 fire emoji when two friends reach a 100-day streak of daily snaps.
💯 is one of the least risky emoji to send. Agreement, honesty and perfection are all friendly readings, and the number means the same thing to almost everyone. The only trap is enthusiasm: a 💯 on a plan you haven't really read commits you to it rather fully.
