What it really means
Ten thousand starlings turn at once and the whole shape folds inward like poured smoke. The obvious question is who decided — and the answer is that the question doesn't have a referent. Nobody decided. Nothing in the system knows the shape.
What each bird does is watch about seven neighbours. Not everything within a certain distance — a fixed count, regardless of how far away they are. Researchers call this topological rather than metric interaction, and the number is remarkably stable: six or seven optimises the trade-off between staying with the flock and having attention left over for predators and food.
