What it really means

The character, officially just Eyes, came into Unicode 6.0 in 2010 from Japanese phone emoji. On most platforms the eyes glance to one side, and that sideways look carries the whole meaning. It is not a stare. It is a glance: interested, a little sly, not quite willing to say outright what it thinks.

In practice it has three main uses, and Emojipedia records the last two ("shifty eyes" and approval of an attractive photo). The first is drama and gossip: "guess who turned up together πŸ‘€" means something is going on, and I want to watch. The second is suspicion, the side-eye: "he says he was home all night πŸ‘€" means the sender doesn't buy it. The third is appreciation: dropped under a photo, a pair of πŸ‘€ says looking good, sometimes with more than friendly intent.

Those meanings sit close together, which is why πŸ‘€ rarely causes real offence: interest and mild suspicion are cousins. The main risk is the third reading.
