What it doesn't mean
In the film it is one character's failed attempt at a new word, and the joke is that it never catches on. Its fame comes entirely from the film.
Regina's line is 'Gretchen, stop trying to make fetch happen! It's not going to happen!' The 'trying' is the point.
What it really means
Most dead slang was alive once. Fetch is different: it was written to die.
In Mean Girls, the 2004 film directed by Mark Waters and written by Tina Fey, Gretchen Wieners keeps calling things fetch, meaning cool or great. She is trying to start a trend. Nobody picks it up, and eventually Regina George, the group's leader, cuts her off: "Gretchen, stop trying to make fetch happen! It's not going to happen!"
The joke is about how slang works. New words can't be launched by announcement; they spread because people want to use them, often without knowing where they came from. Gretchen's mistake is visible effort. The harder she pushes fetch, the less likely it is to happen.
The film became a cult favourite, and Regina's line outlived its context. From 2012, Know Your Meme records, people online were adapting it as a template: "Stop trying to make X happen", aimed at products, platforms and buzzwords that companies were pushing harder than anyone wanted. It is now an all-purpose reply to any trend that feels forced.
So fetch has an odd double life. As slang meaning "cool", it never caught on outside the film, and saying "that's so fetch" today is always a quotation. As a word for failed slang itself, it became one of the film's best-known lines.
It belongs in any list of dead internet words as the patron saint of the category: the word that proved, by never happening, that you can't make slang happen on purpose.
