Saying something by declaring that you will not say it — I won't mention his convictions, I'm not going to bring up what happened last year. In theology the same word names something quite different: negative theology, approaching God only through what he is not.

I'm not going to talk about the lawsuits.
You just did. Everyone in the room is now thinking about lawsuits. And on the record, you declined to raise them.
That is apophasis, and it is one of the oldest manoeuvres in rhetoric — catalogued in classical handbooks and used prominently by Cicero, which makes it at minimum two thousand years old. Nothing about it is modern except the venues.
What makes it so much more powerful than simply saying the thing is that it separates the content from the responsibility. The audience receives the accusation in full. The speaker has a transcript showing a refusal to make it. Challenged, they can say — accurately — I specifically said I wasn't going to bring that up.
And there is a second effect, harder to defend against. I won't mention X implies that X is so damaging that a decent person would decline to use it. The refusal is a character reference for the accusation. You are not merely told the thing; you are told it is grave enough to have needed suppressing.
The formal cousins are worth flagging, mostly to say that the vocabulary is a mess. Apophasis, paralipsis and praeteritio are used interchangeably by some handbooks and finely distinguished by others, and the distinctions drawn do not agree between sources. If a rhetoric guide states the difference confidently, it is reporting one tradition as though it were the only one.
The practical value of knowing the name is not that you will use it. It is that you will notice it — because it is everywhere, and it is specifically designed not to be noticed.
