Numerology is old, but this particular system, with set meanings for 111, 222, 333 and so on, was laid out by Doreen Virtue in books from 1999 onwards.

What it really means
People who believe in angel numbers say that repeating sequences, like 111 on a receipt or 1:11 on a clock, are messages. 111 is usually read as the first of them: a sign that an opportunity is opening and that you should pay attention to your thoughts.
That reading has a clear source. Doreen Virtue, a New Age author published in 38 languages, listed meanings for number sequences in Healing with the Angels (Hay House, 1999). Her entry for 111 tells readers to monitor their thoughts and calls the sequence a "gate of opportunity". She expanded the system in Angel Numbers (2005, with Lynnette Brown) and Angel Numbers 101 (2008), and many angel-number pages online repeat her readings, often without naming her.
What those pages rarely mention is that Virtue walked away from it. She was baptised in 2017 and that year publicly renounced her New Age work. Writing in Christianity Today in 2022, she said she still feels guilty that people use her old products, "even though I have begged them to stop". In 2024 she told The Cut that angel numbers are "garbage" and that she was sorry she made them.
There is also a plainer reason 111 seems to follow some people. A clock shows 1:11 twice a day. Once a number feels meaningful, your attention catches it, and each sighting is remembered while ordinary times are not: the frequency illusion, sometimes called the Baader-Meinhof phenomenon. That does not settle what anyone should believe, but it explains why the number feels so persistent.
111 has other lives, too. In cricket, a score of 111 is a "Nelson", which superstitious players treat as unlucky, the opposite of an opening gate.
